Albert Hughes, Board Member
Al brings more than 25 years of leadership experience in utility infrastructure and site construction. As founder and owner of East Coast Underground LLC, he built and led a company of up to 100 employees, delivering critical services to major regional providers including Delmarva Power, Baltimore Gas & Electric, Pepco, and Choptank Electric Cooperative.
Under his direction, the company expanded from a focus on underground utilities to include overhead transmission and distribution systems as well as fiber optic installation. East Coast Underground also served as a trusted emergency response partner during major storms and hurricanes across the East Coast.
Following the sale of his company, Al founded Earth Movers LLC, an excavating, trucking, and recycling business serving Maryland’s Eastern Shore. His deep industry expertise and long-standing relationships with utilities, contractors, and local municipalities provide valuable perspective and strategic insight in guiding complex development initiatives.
